May attention having been drawn to the report of the Emigration Commissioners for the year 1867, wherein it is stated that the sale made by them was contrary to established regulations as regarded the price and mode of payment. I have to point out that the Colonial Office sanctioned in 1862 (Dec 11th 1862 No 254) a lease at Jerneas, exceptionally low rent, in favor of American Gentlemen resident at New York all a view to the encouragement of Agriculture, thereby unnaturally infer that the Policy was in conformity with that which had been approved.
It was in 1862 (R. 3. 1862) that it was suggested that for the future sales might be made at prices approved by the Council if the varied quality of any particular lands prevented such uniform rate.
I reported as well in 1865 (March 29 No 20) as in 1866 (August 29 (18) through the Governor in Chief that I was offering lands on credit without distinction as regarded prices between Arable, Sine, and Mangrove Swamp, the impression being that the Colonial Office knew quite well what a British Honduras Mangrove swamp was and that it never could have contemplated equal classification of fine arable land, with utterly valueless Mangrove Swamp composed of barren sandy ridges with stunted Pines scattered here and there.
So far from any exception having been taken by the Colonial Office!
